Cebu Provincial Project Monitoring Committee Holds Orientation, Maps Out Objectives

 Less than two months after the reorganization of the Provincial Project Monitoring Committee (PPMC), its members recently convened at the Capitol for an orientation and mapping out of objectives.

Presided over by Provincial Administrator Atty. Ace Durano, the committee, among others, discussed how it could do its tasks, particularly by joining other monitoring bodies of the Cebu Provincial Government in their inspections.

As part of the program, Dr. Jesus Robel T. Sastrillo Jr., director of the Department of Interior and Local Government (DILG)-Cebu, led a technical session on the roles of the PPMC. He also briefed the members on the search for the outstanding PPMCs, which he hoped would include Cebu soon as an awardee.

He defined the PPMC as "a government body responsible for monitoring and evaluating the implementation of development projects at the provincial level".

Dr. Sastrillo also identified the core functions of the body, as the following:

Provide the list and schedule of all projects to be monitored to the PPMC involved in project monitoring;

Collect and process reports of implementers on the status of project implementation for the information of the Local Development Council (LDC) and next higher-level PMC;

Determine problems related to the implementation of programs and projects and verify information to be submitted for analysis and action of the LDC;

Provide feedback on the remedial actions of the LDC and follow up implementation;

Prepare and disseminate periodic project monitoring report on the status of project implementation to the Regional PMC.

To recall, Gov. Pamela Baricuatro enacted last July 23 Executive Order No. 41 Series of 2026, effectively reorganizing the PPMC. Its members include the DILG-Cebu and the different Capitol offices, particularly the Provincial Planning and Development Office.

The PPMC likewise consists of civil society organizations as members, which is meant to strengthen the transparency and accountability mechanism within the body.

In particular, the CSO members are The Lord Who Cares Foundation, Legal Alternatives for Women Center Inc., Fellowship for Organizing Endeavors, and the Lamac Multi-purpose Cooperative.
