Cebu Province Proposes Four-Phase El Niño Preparedness and Mitigation Plan

The Cebu Provincial Government is preparing for the possible impacts of El Niño through a proposed four-phase preparedness and mitigation plan focused on protecting water supply, agriculture, public health, livelihoods, and essential government services.

The Cebu El Niño Preparedness and Mitigation Plan 2026–2027, laid out by the Cebu Provincial Disaster Risk Reduction and Management Office (PDRRMO), was submitted by PDRRMO Chief Ret. Col. Dennis Francis Pastor to Gov. Pamela Baricuatro on October 1 for consideration and approval.

The proposed province-wide framework covers measures to address prolonged dry conditions and drought, including their potential effects on water resources, agricultural production, livestock, public health, energy, public facilities, and government operations.

Under the plan, the province will strengthen monitoring of climate conditions, water availability, heat-related risks, agricultural impacts, and fire-prone areas, while enhancing its early warning and information dissemination systems.

Prepositioning aid

Under the proposed plan, the PDRRMO will preposition water tankers, mobile kitchens, mobile water storage tanks, emergency supplies, generators, communication equipment, rescue vehicles, and other response resources for immediate deployment, particularly to vulnerable and water-deficient communities.

For the agriculture sector, the Provincial Agriculture Office and Provincial Veterinary Office will prepare contingency assistance for affected farmers, fisherfolk, and livestock raisers, including seeds, animal feed, and other agricultural and fishery inputs. Eligible farmers and livestock raisers will also be assisted in accessing agricultural insurance.

The Provincial Health Office, meanwhile, will ensure adequate drinking water and water-catchment facilities in provincial hospitals, rural health units, and other health facilities. Emergency medical supplies and response protocols for heat-related emergencies will likewise be prepared.

In addition, the Provincial Social Welfare and Development Office (PSWDO) will ensure adequate stocks of food, bottled water, and essential relief commodities for families affected by El Niño, as well as contingency stocks of Meals Ready to Eat (MREs).

It will coordinate with the PDRRMO and local government units for emergency water distribution to vulnerable communities, and with the Department of Social Welfare and Development (DSWD) on available cash assistance and social protection programs. The PSWDO will also coordinate with the Provincial Agriculture Office on assistance for affected farming and fishing communities.

Four-phase approach

The plan adopts a four-phase approach, from preparedness and risk assessment to anticipatory mitigation, emergency response and sustained operations, and recovery and rehabilitation, to ensure that interventions are carried out before, during, and after the impacts of El Niño.

Phase 1: Preparedness and Risk Assessment will begin upon approval of the plan and will focus on risk assessment, water resource inventory and mapping, contingency planning, public information, and equipment procurement.

Phase 2: Anticipatory Mitigation will cover measures before and during the onset of significant dry conditions, including water and energy conservation, agricultural adjustments, heat protection, and the prepositioning of resources.

Phase 3: Emergency Response and Sustained Operations will be activated during significant or severe impacts. Measures include water distribution, emergency health interventions, livelihood assistance, fire suppression, and efforts to maintain essential public services.
Phase 4: Recovery and Rehabilitation will begin as conditions improve and will include post-disaster needs assessment, restoration of water sources, agricultural recovery, infrastructure rehabilitation, and post-event evaluation.

Graduated alert system

The plan also establishes a graduated activation system so that interventions are proportionate to the severity of the situation. The operational levels are to be aligned with official PAGASA advisories and validated local conditions.

Normal/Preparedness ("Green"): The province will conduct routine monitoring and preventive preparations, monitor PAGASA climate outlooks and rainfall forecasts, and regularly update local water resource inventories. It will also conduct preparedness orientations and public information campaigns, procure, inspect, and maintain emergency equipment, and update contingency plans and resource inventories.

Heightened Alert ("Yellow"): This will be activated as the risk of prolonged dry conditions increases. It calls for intensified monitoring of water availability and agricultural conditions, activation of the Provincial El Niño Monitoring and Coordination Desk, more frequent reporting from high-risk LGUs, the start of water conservation and targeted assistance measures, and the prepositioning of water delivery and emergency response equipment.

Provincial Operational Alert ("Orange"): When significant or imminent impacts are identified in specific areas, the province will activate appropriate emergency coordination arrangements.

Emergency Response ("Red"): The highest level will apply when severe impacts require sustained intervention. Measures include sustained water augmentation and emergency assistance, mobilization of available provincial resources, and requests for national assistance when necessary.

The PDRRMC will provide overall policy direction and interagency coordination, while the PDRRMO will serve as the lead coordinating and monitoring office for implementation.

The plan identifies five key objectives: establishing a coordinated province-wide approach to El Niño preparedness, mitigation, and response; strengthening water conservation and management; protecting agriculture, livestock, livelihoods, and food security; ensuring continuity of essential public services; and improving early warning, risk monitoring, information dissemination, and contingency planning.

In his letter to Gov. Baricuatro, Pastor said the plan is intended to serve as the guiding framework for the province's preparedness and mitigation initiatives should El Niño conditions affect Cebu.

Once approved, provincial offices, in coordination with local government units and concerned government agencies, will undertake the necessary measures within their respective mandates and available resources.
