Typhoon Rosal Set to Exit PAR; Signal No. 1 Still Up in Batanes

Typhoon Rosal Set to Exit PAR; Signal No. 1 Remains in Batanes, Gale Warning Up

Typhoon Rosal (international name Champi) is expected to exit the Philippine Area of Responsibility (PAR) this morning, October 24, but Tropical Cyclone Wind Signal No. 1 remains raised in Batanes, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its 5:00 AM press briefing, PAGASA said Rosal remains in typhoon category. As of 4:00 AM, it was last located 420 kilometers north of Itbayat, Batanes, with maximum sustained winds of 150 kilometers per hour near the center and gusts of up to 185 kilometers per hour.

PAGASA Weather Specialist Veronica C. Torres said the typhoon has been looping over the waters east of Taiwan and is forecast to move north to northeast. "Posible na nga rin itong lumabas sa ating Philippine area of responsibility this morning," she said. Rosal may weaken within the next 12 hours, and by tomorrow it may be a severe tropical storm.

Winds and Warnings

Rosal is expected to bring rainy weather with strong winds in Batanes. Its periphery may also bring gusty winds today in the Babuyan Islands, Ilocos Norte, Aurora, Northern Quezon, Polillo Islands, Bicol Region, Romblon, Capiz, Iloilo, and Negros Occidental. By tomorrow, strong winds are expected in Batanes and the Babuyan Islands.

A gale warning remains in effect over Batanes and the Babuyan Islands. PAGASA said the sea conditions there are very dangerous, especially for small vessels, so small fishing boats are barred from venturing out.

Rain Outlook

Rosal's trough extension may bring cloudy skies with scattered rains, lightning, and thunder over the Babuyan Islands, Ilocos Region, Apayao, Abra, and Benguet.

The Intertropical Convergence Zone (ITCZ), where winds from the Northern and Southern Hemispheres meet, is affecting Palawan, Visayas, and Mindanao. It may bring scattered rains, lightning, and thunder over Visayas, Palawan, Masbate, Sorsogon, the Zamboanga Peninsula, Basilan, Tawi-Tawi, Northern Mindanao, Agusan del Norte, Surigao del Norte, and the Dinagat Islands. PAGASA urged residents, especially those hit by rains in previous days, to watch for flooding and landslides. The ITCZ effects may last until tomorrow.

Metro Manila and the rest of the country can expect partly cloudy to cloudy skies with isolated thunderstorms. PAGASA's Regional Services Division will issue a thunderstorm advisory if needed.

Low Pressure Area

PAGASA is also monitoring a low pressure area outside PAR, located 2,360 kilometers east of Northeastern Mindanao as of 3:00 AM. It has a very low chance of becoming a tropical cyclone in the next 24 to 48 hours, has no direct effect on the country, and may dissipate this weekend. Aside from Rosal and this LPA, no other low pressure area or tropical cyclone is being monitored inside or near PAR.
