Cebu Province Adds Free Bus Rides, Suspends Terminal Fees for Kalag-Kalag 2026

As Cebuanos prepare to visit cemeteries and return to their hometowns, the Cebu Provincial Government is expanding free bus services, temporarily suspending terminal fees, and strengthening security and traffic coordination for Kalag-Kalag 2026.

Gov. Pamela Baricuatro announced the measures to help provincial terminals accommodate the expected passenger surge while keeping travel orderly, facilities clean, and commuters comfortable.

Eight buses for Libreng Sakay

The Province will deploy eight buses under its Libreng Sakay program, up from six last year, for persons with disabilities, pregnant women, and parents traveling with children. The additional buses will supplement regular transport services during the busy travel period.

Gov. Baricuatro also signed Economic Enterprise Council Resolution No. 2026-012, temporarily suspending terminal entrance fees at the provincially operated Cebu South Bus Terminal (CSBT) and Cebu North Bus Terminal (NBT). Terminal Administrator Ahmed Cuizon assured the public that terminal operations and services would continue despite the suspension.

Preparing for the passenger surge

The CSBT accommodates an average of 7,000 passengers on weekdays and 11,000 on weekends. The NBT serves around 2,000 on weekdays and 4,000 on weekends. Officials expect these volumes to double during the holiday period.

To help keep buses moving, provincial transport officials are coordinating with national enforcement agencies and local governments along major highways, particularly near roadside cemeteries where congestion can affect travel and bus turnaround times.

The Province has also coordinated with the Cebu Police Provincial Office on security personnel deployment to key cemeteries across Cebu.

Cleaner, more comfortable terminals

Facility improvements at the terminals include 10 high-capacity fans, Iwata air-cooling units, and five industrial air-conditioning systems. Additional janitorial personnel have been deployed to maintain cleanliness.

"I'll make sure nga safe and clean atong banyo and comfortable ang atong mga mo-byahe padong sa probinsya," Gov. Baricuatro said.

Passengers are reminded that sharp objects are prohibited on terminal premises. Those traveling with pets must use appropriate carriers or cages, and everyone is encouraged to dispose of waste properly.

Through these preparations, the Capitol aims to make the journey home safer and more manageable for families observing Kalag-Kalag.
