OVP Clarifies DRRM Funds Audit Findings, Says No Funds Were Lost
The Office of the Vice President (OVP) has issued a statement addressing findings in the Disaster Risk Reduction Management (DRRM) Funds Audit Report, clarifying that the issues cited stem from deficiencies in certain pre-operation documentary requirements — requirements the OVP itself set as part of its internal procedures, not ones imposed by law or by the Commission on Audit (COA).
According to the statement, the discrepancies cited in the audit arose from changes in circumstances and field conditions that became apparent while the relief operations were being carried out. The OVP stated that no funds were lost and that all funds remain accounted for. The office also stated that the relief operations in question were actually carried out, with beneficiaries recorded and validated based on the supporting documents and field records submitted to the COA Audit Team.
The OVP said it continues to strengthen its processes for documentation, validation, and monitoring, with the aim of ensuring that records for every operation are complete and in order — particularly during emergency responses and calamities.
