NGCP Declares Yellow Alert Over Visayas Grid Amid Plant Outages
The National Grid Corporation of the Philippines (NGCP) placed the Visayas grid under a Yellow Alert status from 4:00 PM to 8:00 PM today, September 25, 2026, as available capacity narrowed against peak demand.
According to NGCP's advisory issued at 8:00 AM, available capacity stood at 2,565 megawatts (MW) against a peak demand of 2,456MW.
The tight supply margin was attributed to a combination of forced outages and derated capacities across several power plants. NGCP reported that 12 plants went on forced outage this September, while others have remained down for longer stretches — three since August, two since June, six since May, three since 2025, two since 2024, two since 2023, and one plant since as far back as 2021. An additional 17 plants are currently running at reduced (derated) capacity. Combined, these issues have taken 926.6MW out of the grid.
NGCP identified the unavailability of three major Visayas coal plants — TVI 1, PEDC 3, and KSPC 2 — as a key factor behind the Yellow Alert declaration.
A Yellow Alert is issued when the grid's operating margin is insufficient to meet the transmission system's contingency requirement.
