Lapu-Lapu Congressman Flags Delayed Jorge Tampus Road Project, Pushes for Contractor's Termination
Lapu-Lapu City Rep. Junard "Ahong" Chan went live on Facebook early Thursday morning to conduct an ocular inspection of the Jorge Tampus Road project in Barangay Basak, Tangke, where residents have long complained about the slow pace of the road works, which Chan described as having dragged on for a long time already ("dugay-dugay").
In the live video, Chan walked through the muddy, uneven road himself, pointing out sections that remain unpaved while others were left half-finished, with exposed potholes and pooled water that he compared to "swimming pools." He said his office had already recommended to the Department of Public Works and Highways (DPWH) District 6, headed by District Engineer Gumer Castillo, that the contractor be terminated and blacklisted — but as of the live broadcast, no action had been taken and work on the ground remained stalled.
The project involves two contractors: GT Construction, headed by Ma'am Andrea Tan, and Ten Twenty (1020) Construction, under Sir Aldrich. According to Chan, part of the delay traces back to manpower issues — he noted that GT Construction reportedly had just one operator handling three pieces of equipment at a time, spreading the workforce too thin to keep pace with the project timeline.
Chan also pointed out visible road-safety hazards along the stretch — one lane sits noticeably higher than the other, and residents have to navigate around exposed sections and uneven cement work just to get through. He said this isn't just an inconvenience; it's a daily risk for motorists and residents passing through Basak Tangke.
During the same live segment, Chan also reached out by phone to DPWH officials — including someone referred to on the call only as "RD Mon Arias" — to press for updates and possible intervention on the stalled project. He reiterated that he had already formally endorsed the contractor's termination to Engineer Castillo's office, but implementation has been slow.
Chan said the Jorge Tampus Road issue is part of a broader pattern he's watching across the city — projects that get funded but stall midway due to contractor performance problems. He mentioned plans to check on other problematic areas next, including work near the Cebu Light Industrial Park and a drainage connection project near Petron in Basak.
He gave residents a commitment on the timeline for fixing these lingering infrastructure problems, saying his office would resolve them before his term ends in 2028, and closed the broadcast by assuring the public that all flood- and road-related issues in the affected barangays would be addressed.
