Cebu Gov't Eyes OFW Emergency Coordination System, Pushes Cebu-Hong Kong Ties
HONG KONG — Cebu Governor Pamela "Pam" Baricuatro is pushing for a system that could make it easier for overseas Cebuano workers to check on their families back home during disasters like typhoons, earthquakes, and floods — especially in those critical moments when phone lines and internet connections get cut off.
Gov. Pam raised the proposal during her visit to the Philippine Consulate General in Hong Kong last September 21, in a meeting with Consul General Romulo Victor Manzano Israel Jr., Consul Von Ryan Ferrera, Vice Consul Allan Revote, Labor Attaché Atty. Cesar Chavez Jr., DTI Vice Consul Eric Elnar, and OWWA Welfare Officer Marilou Sumalinog.
What's Being Proposed
Among the mechanisms discussed was setting up a registry or similar system that could properly identify Cebuano OFWs and their families or next of kin back in Cebu.
Through this, the Provincial Government could potentially coordinate with the Provincial Disaster Risk Reduction and Management Office (PDRRMO) to help check on families whenever an OFW is unable to reach their loved ones during a disaster.
The system could also work the other way around. Should an emergency involve a Cebuano worker overseas, an established coordination channel could help authorities reach the OFW's family or next of kin here in Cebu.
OWWA officials, for their part, agreed to look into ways to support the proposal, though further discussions are still needed to iron out the most practical arrangement — including the proper safeguards for the personal information of OFWs and their families.
