Two New SK Federation-Mandaue Officials Take Oath
MANDAUE CITY — Two new officials of the Sangguniang Kabataan (SK) Federation-Mandaue City officially took their oath of office this Friday, September 18, at the office of Mayor Thadeo "Jonkie" Ouano, keeping the city's youth leadership intact despite recent changes in its ranks.
Bianca Leighne Malig-on, SK Chairperson of Barangay Centro, was sworn in as the new SK Federation Vice President after winning and being proclaimed in a special election held for the vacant post. She took over from Jacquardole Oplado, SK Chairperson of Barangay Maguikay, who resigned from the position.
Meanwhile, Keith Justine Tibon, SK Chairperson of Barangay Pagsabungan, was sworn in as the new Public Relations Officer (PRO) of the SK Federation after being appointed to the post. He replaces Janelle Ardon, SK Chairperson of Barangay Bakilid, who also resigned from her role.
Why This Matters
The SK Federation is the highest body composed of SK Chairpersons across a city or municipality, where decisions and programs covering the youth sector in every barangay take shape. The Vice President typically steps in for the Federation President's duties when needed, while the PRO leads the Federation's communication to the public and its external-facing programs — which is why keeping these posts filled without much delay matters.
Both vacancies, according to the release, came about through resignation rather than termination or expulsion, so filling them through a special election for VP and an appointment for PRO followed the standard process under the Local Government Code and SK guidelines set by the Sangguniang Kabataan Reform Act.
Worth noting too: Malig-on and Tibon remain sitting SK Chairpersons in their respective barangays, Centro and Pagsabungan, meaning they now carry dual responsibilities — as barangay-level SK Chairperson and as federation-level officer. This is a common setup in many cities, since Federation members are typically drawn from among the sitting SK Chairpersons themselves.
